Updated 17 October 2026. A local data centre answers a location question. It does not automatically answer who can access the system, change it or stop it. Sovereignty needs a more complete account of control.
Ask who can do what
Begin with the data flows and administrative access. Identify where data is processed, who can inspect it and which external dependencies the service needs. Keep verified facts separate from promises that still need evidence.
An illustrative deployment may host data locally while relying on a remote service for an important function. That does not automatically make the design unacceptable. It does mean the dependency should be visible in the assessment rather than hidden behind the word “sovereign”.
Next, examine change and interruption. Who can update the model or configuration? Can the customer restrict a capability? What happens if a supplier service is unavailable? The answers determine how much practical control the organisation retains.
For UAE licensed financial institutions, the CBUAE publishes guidance on responsible AI and consumer protection. It is a sector-specific reference, not evidence that every Gulf organisation faces identical requirements. Assess the applicable obligations for the actual deployment.
| Question | Evidence or action |
|---|---|
| Location | Verified processing and storage paths |
| Access | Administrative and operational permissions |
| Control | Change, restriction and interruption procedures |
The practical next step
Ask for a demonstration of the important controls. A location statement belongs in the evidence pack, but it should not be asked to carry the entire sovereignty argument on its own.
Keep the resulting decision, its owner and unresolved questions in a short decision record. For claims about agent behaviour, connect the decision to evaluation evidence rather than relying on a successful demonstration alone.
